Measuring success in planning: Developing and testing a methodology for planning evaluation

Abstract

This article presents a view and a methodology of planning evaluation. This view integrates elements from three different types of planning evaluation, based on rationality ex ante, performance and conformance. The authors propose the Plan–Process–Results (PPR) methodology for evaluating planning and plan implementation. A number of criteria for comprehensive evaluation are presented. The application of this methodology to a particular case study, the Lisbon Municipal Plan (1994), illustrates how PPR can enable the identification and explanation of the main successes of planning activity.
